Dennis
Nowicki |

Chair of
the Board, is a senior public safety professional whose career
spans over 43 years of public service. Retiring as Chief of
Police for Charlotte, North Carolina in 1999, Mr. Nowicki also
was Chief of Police for Joliet, Illinois and served 26-years
with the Chicago Police Department where he attained the rank of
Deputy Superintendent. He was the Director of the Institute for
Public Safety Partnerships at the University of Illinois at
Chicago, Director of the Center for Public Service & Leadership
at Pfeiffer University Charlotte, and Executive Director of the
Illinois Criminal Justice Information Authority. He has a
Master's Degree in Management of Public Service from DePaul
University and a Bachelor's in Personnel Management from
Northwestern University. He has been active in national
associations related to law enforcement, including the
International Association of Chiefs of Police and the Police
Executive Research Forum. He is or has been a consultant to
numerous organizations, including the U.S. Department of
Homeland Security’s Interoperable Communications Technical
Assistance Program; the Office of the Independent Monitor for
the District of Columbia’s Metropolitan Police Department; U.S.
Department of Justice Civil Rights Division; Yale University
Child Study Center; and the National Institute of Justice.

Chief of
Police/Director of Campus Safety for Elgin Community College.
Chief Eassa was appointed to his current position in March of
2008 after previously serving as Chief of Police/Director of
Public Safety for the Forest Preserve District of Kane County.
Chief Eassa served in that capacity after retiring from the
Illinois State Police in February of 2006 as Commander of
District 2 in Elgin. While serving with the Illinois State
Police, Eassa spent the majority of his career assigned to
covert narcotics investigations and served as Deputy Director of
the Metropolitan Area Narcotics Squad as well as Supervisor of
the North Central Narcotics Drug Task Force in De Kalb and Kane
Counties. During his more than 26 year career with the Illinois
State Police, Eassa served as Administrative Commander,
Investigative Commander and Patrol Commander before his
appointment as District Commander. Prior to joining the
Illinois State Police, Eassa spent two years as a Patrol Officer
with the Joliet Police Department.
Chief Eassa holds a Master's Degree in Criminal Justice from
Lewis University and a Bachelor's Degree in Law Enforcement
Administration from Western Illinois University.
Chief Eassa is also a graduate of the FBI's National Academy and
the Police Chief's Executive Institute. Chief Eassa is a
certified police assessor who has worked as a consultant for
several large police agencies throughout the county.
Chief Eassa maintains active memberships in federal, state,
county, and local professional police organizations.

Christian Boissonnas |

A retired
librarian from Cornell University in Ithaca, NY. Mr. Boissonnas
served also for over twelve years as a firefighter and emergency
medical technician in two volunteer fire companies, reaching the
rank of Assistant Fire Chief in the Cayuga Heights Fire
Department, a village outside of Ithaca, NY.
Mr. Boissonnas holds a bachelor of sciences degree in animal
science from Cornell University, a master’s degree in library
science from Syracuse University, and a master’s degree in
industrial and labor relations from Cornell University.
Mr. Boissonnas is Secretary of the Board. |
